How we test issue tracking and project management

Issue trackers and project management tools organise a team's work into issues, tasks and projects. They all price per user, but differ in how they sell seats (per person, in tiers or in steps), what the cheapest paid plan includes, and which security controls need an enterprise contract.

We compare them on the same six indicators, read from each vendor's pricing, security and documentation pages:

  • Pricing clarity: whether the reference scenario is priced on the page, whether seats are sold per person or in tiers and steps, and any prices left out or statements that contradict each other.
  • Free tier: whether a permanent free plan exists, how many members it allows, whether issues or tasks are capped, and whether automation is included.
  • Price for a team of 25: the lowest listed monthly cost for 25 people billed annually, with the arithmetic and the seat assumption shown.
  • Entry paid plan: guests, automation, permissions and integrations on the cheapest paid plan.
  • Compliance and data residency: the vendor's own SOC 2 Type II report, ISO 27001, a HIPAA BAA, and a choice of data location including the EU.
  • Team and control: SAML SSO, SCIM provisioning, an audit log and data export.

Because seats are sold differently, prices are compared at one reference scenario and the arithmetic is shown. Each review says which pages it was written from and when. Where we have run a product hands-on, the evidence is on its page.
