What you're paying for

  • Compliance included (main value)
  • Worth the price

Issue tracking with data residency, a self-serve HIPAA BAA and site audit logs on its entry paid plan, at $204.17 a month for 25 people billed annually.

Jira’s Standard plan carries controls that the other two tools here keep for enterprise contracts: a HIPAA BAA an admin can sign in Atlassian Administration, a choice of 11 data residency locations including the EU, and audit logs of site changes. For 25 people it costs $2,450 a year, the lowest listed figure in this comparison, and guests join free. The Free plan covers teams of up to 10.

  • BAA and data residency on StandardThe BAA docs let an organization admin sign on Standard or Premium; data residency (US, EU, Germany, UK, Switzerland, Canada, Australia, Japan, Singapore, South Korea, India) is listed from Standard.Evidence: BAA and data residency docs, pricing table (2026-10-15)

Best for
Teams that need compliance controls such as a BAA, data residency and audit logs without an enterprise contract, and teams of up to 10 that want a free plan.
Good to know
SAML SSO and SCIM need Atlassian Guard, a separate subscription, or the Enterprise plan.

Review

Review from public pages

Written from Jira's public pages (pricing, security or privacy, and docs) as read on Oct 15, 2026. We did not sign up, and no hands-on run is published yet.

What the public pages show

We read Jira's pricing page, Atlassian Guard's pricing page, and Atlassian's trust, HIPAA, data residency and export docs on Oct 15, 2026; we did not sign up for this review. The pricing page has a calculator: you enter a team size and choose monthly or annual billing. For 25 users billed monthly, Standard shows $9.70 per user a month and Premium $19.60. Switched to annual, the calculator shows a price per user tier instead: $2,450 a year for 16–25 users on Standard and $4,900 on Premium. Enterprise is annual only and the page prices it from 801 users.

The plan table is detailed. Standard adds free guests, user roles and permissions, data residency, site audit logs and 400 automation steps per user a month. The SSO row reads "Requires Atlassian Guard Standard subscription" on Free, Standard and Premium, and "Included" on Enterprise. Guard's own calculator shows $1,100 a year for 16–25 users. The BAA docs say an organization admin signs the BAA in Atlassian Administration on Standard or Premium; the trust pages list a SOC 2 Type 2 report for Atlassian Cloud products and ISO/IEC 27001.

Two vendor-status notes: the pricing FAQ says Data Center (self-managed) licences stopped being sold on March 30, 2026, with end of life on March 28, 2029. And the FAQ says Enterprise has unlimited automation, while the plan table lists 1,000 steps per user a month.

Strengths

  • Compliance controls on the entry paid plan

Standard lists data residency and site audit logs, and the BAA docs allow a self-serve BAA on Standard.

vs Linear: Linear lists HIPAA compliance and its audit log on Enterprise; Asana lists HIPAA on Enterprise+ and data residency as an Enterprise add-on.

  • Lowest listed price for 25 people

$204.17 a month on Standard, billed annually.

vs Linear: Linear Basic comes to $250 and Asana Starter to $274.75 for 25 people on annual rates.

  • A free plan sized for small teams

Up to 10 users with unlimited work items and 150 automation steps a month.

vs Linear: Asana’s free Personal plan is for 2 users; Linear’s free plan stops at 250 issues.

  • A complete backup

The Backup manager exports the site with attachments, avatars and logos.

vs Linear: Linear’s workspace CSV export leaves out attachment files.

Things to know

  • SAML SSO is a separate subscription

On Free, Standard and Premium, SSO and SCIM need Atlassian Guard Standard; for 16–25 users that is $1,100 a year on top of the Jira price.

    Workaround: Enterprise includes Guard Standard.

  • Annual billing jumps at tier edges

Annual prices cover a user tier: 25 users cost $2,450 a year, 26 users fall into the 26–50 tier at $4,850.

Workaround: Monthly billing charges the exact number of users.

  • Automation is metered

Standard includes 400 automation steps per user a month; the Free plan has 150 steps for the whole subscription.

  • Trials run 7 days

Standard and Premium trials run 7 days, with no payment information required.

Pricing reality

Jira is priced per user. Billed monthly, the calculator shows $9.70 per user on Standard and $19.60 on Premium for 25 users ($8.48 and $15.56 at 300 users). Billed annually, it charges for the user tier that matches your count: Standard $950 a year for 1–10 users, $1,450 for 11–15, $2,450 for 16–25 and $4,850 for 26–50.

For 25 people on Standard that is $2,450 a year, or $204.17 a month; billed monthly it is 25 × $9.70 = $242.50. SAML SSO, SCIM and the organization audit log need Atlassian Guard Standard, $1,100 a year for 16–25 users (about $91.67 a month), which brings Standard with SSO to about $295.83 a month (our arithmetic). Guard’s FAQ notes that free-product users on a domain it governs count as billable. Rovo AI is included on paid plans with 25 credits per user a month on Standard; the FAQ says usage beyond that is not charged today.

Exit path

The export docs describe a Backup manager that creates a site backup with attachments, avatars and logos; with attachments, backups need 48 hours between them. Automation flows and third-party app data are not included and are exported separately or not at all.

Compared with

  • Pick Jira when
You need data residency, a BAA or audit logs without an enterprise contract, or the lowest listed price for 25 people.
    Pick Linear when
You want simple per-person billing, unlimited members on the free plan and EU hosting chosen at sign-up.
  • Pick Jira when
You want software issue tracking with compliance controls on the entry plan and a free plan for up to 10 users.
    Pick Asana when
You want unlimited automation rules on the entry plan and tasks shared beyond engineering.

Choose it if

  • You need a BAA, data residency or audit logs on a self-serve plan.
  • Your team has 10 people or fewer and wants a free plan.
  • You want a full site backup you can take yourself.

Look elsewhere if

  • You want SAML SSO without a second subscription.
  • Your headcount sits just above an annual tier edge, such as 26.

Bottom line

From its public pages, Jira gives the most here on its entry paid plan: compliance controls, free guests and the lowest listed price for 25 people. Budget for Atlassian Guard if you need SAML SSO.
