Private repositories, pull request reviews and 3,000 CI minutes for $4 per user, with a free plan that has no user cap.
GitHub Team costs $4 per user a month and includes 3,000 GitHub Actions minutes, so the reference team of 10 pays $40 with no overage. The free plan has unlimited private collaborators and 2,000 minutes. Enterprise, from $21 per user, adds SAML SSO, data residency in the EU, Australia, the US or Japan, SOC 2 Type 2 reports and GitHub Enterprise Server, so one plan covers cloud and self-managed.
Lowest listed price in the scenarioTeam at 10 × $4 is $40 a month, and its 3,000 included minutes cover the 3,000 Linux minutes in our scenario.Evidence: Pricing page (2026-10-15)

Best for
Teams of any size that want low per-user pricing and CI minutes in one bill, and may later need residency or a self-managed server.
Good to know
SAML SSO starts on Enterprise, and code and secret scanning for private repositories are add-ons priced per active committer.

Review
Review from public pages
Written from GitHub's public pages (pricing, security or privacy, and docs) as read on Oct 15, 2026. We did not sign up, and no hands-on run is published yet.
What the public pages show
We read GitHub's pricing page, the GitHub Actions billing docs, the Advanced Security page, the compliance-report and data residency docs on Oct 15, 2026; we did not sign up for this review. The pricing page shows three plans priced per user a month: Free ($0), Team ($4) and Enterprise (from $21), with 2,000, 3,000 and 50,000 CI/CD minutes. Public repositories use standard runners at no charge.
The billing docs add the per-minute rates beyond the quota: $0.006 for the standard 2-core Linux runner, $0.010 for Windows and $0.062 for macOS. Builds on your own runners are free. Without a payment method on file, usage stops at the quota. One detail we did not expect: each Copilot code review on a private repository also uses Actions minutes.
Security scanning is sold separately: Secret Protection costs $19 and Code Security $30 per active committer a month. The data residency docs list EU, Australia, US and Japan regions on GHE.com, reached through the Enterprise plan and its 30-day trial. Organizations on any plan can download the SOC 3 report and ISO/IEC 27001:2022 certificate; the pricing page lists SOC 1 and SOC 2 Type 2 reports on Enterprise.
Strengths
Lowest listed price for the scenario
Team covers 10 developers and 3,000 Linux minutes for $40 a month.
vs Bitbucket: Bitbucket Standard comes to $46.50 with 1,000 extra minutes; GitLab Premium is $290 billed annually.
Free plan without a user cap
Unlimited private collaborators and 2,000 CI minutes a month.
vs Bitbucket: GitLab and Bitbucket cap free private workspaces at 5 users, with 400 and 50 minutes.
Cheapest extra Linux minutes
Beyond the quota, the standard 2-core Linux runner costs $0.006 a minute, or $6 per 1,000; hosted Windows and macOS runners are priced too.
EU residency at a listed price
Enterprise, from $21 per user, lists data residency, with EU, Australia, US and Japan regions on GHE.com.
vs Bitbucket: GitLab offers a region of your choice through Dedicated, sold by demo; Atlassian does not list Bitbucket for data residency.
Audit log on every organization plan
The docs for Free and Team organizations describe an audit log covering the last 180 days; the Audit Log API is on Enterprise.
Things to know
SAML SSO needs Enterprise
Team has no SAML SSO; Enterprise starts at $21 per user, about five times the Team price.
Workaround: Enterprise also brings 50,000 minutes, data residency and Enterprise Server.
Scanning is priced per active committer
Secret Protection ($19) and Code Security ($30) are add-ons; for 10 active committers on Team that adds $490 a month.
Copilot code review uses Actions minutes
On private repositories, each Copilot code review draws on the plan’s Actions minutes, then on paid minutes.
Larger runners are always billed
The billing docs say larger runners are charged even in public repositories and when included quota remains.
Pricing reality
GitHub bills per user a month, plus CI minutes beyond the plan: Free $0 (2,000 minutes), Team $4 (3,000), Enterprise from $21 (50,000). Extra minutes cost $0.006 on the 2-core Linux runner, $0.010 on Windows and $0.062 on macOS; self-hosted runners are free.
For 10 developers and 3,000 Linux minutes, Team is 10 × $4 = $40 a month. With SAML SSO it becomes Enterprise: 10 × $21 = $210. Adding Secret Protection and Code Security for 10 active committers adds 10 × ($19 + $30) = $490. Codespaces and Git LFS are billed separately.
Exit path
Self-managed is part of the Enterprise plan: the data residency docs say it covers GHE.com and, if you need it, GitHub Enterprise Server. GitLab’s pricing FAQ says GitLab imports projects from GitHub.
You want EU data residency, an audit log on every plan or a self-managed option you can still buy.
Pick Bitbucket when
Your team plans in Jira and wants SAML SSO for less than an Enterprise seat, through Atlassian Guard.
Choose it if
You want the lowest listed price for a small team with CI.
You need a free plan for more than five people.
You may need EU data residency or a self-managed server later.
Look elsewhere if
You need SAML SSO without paying for Enterprise.
You want code scanning included in a plan rather than per committer.
Bottom line
From its public pages, GitHub lists the lowest price here for 10 developers and covers the scenario on its $4 Team plan. SAML SSO starts on Enterprise, and scanning is an add-on.

Read from the vendor's public pages on Oct 15, 2026. No hands-on run is published yet. How we check
We have not published a sign-up run for GitHub yet. The access facts above were read from its sign-up and pricing pages on Oct 15, 2026.
We read the pricing, security and docs pages of three code hosting and CI services on the same day and scored them on the same six indicators. How each one bills, what 10 developers and 3,000 CI minutes cost, and who should pick which.
