What you're paying for

  • Worth the price (main value)
  • Compliance included

Git hosting, CI and boards free for 5 users, with an audit log, EU data location and Entra ID sign-in on every plan.

Azure DevOps charges only for users beyond the first five ($6 each) and for pipeline capacity, so the reference team of 10 pays $70 with no monthly minute limit on one hosted pipeline. Controls a security review asks for are not tied to a higher plan: auditing for Entra-backed organizations, branch policies with required reviewers, and Europe as a data location. The SOC 2 Type 2 reports are on the Microsoft Service Trust Portal.

  • Five users free, then $6Basic is free for the first 5 users and $6 per user a month after that; Stakeholders, who view work items and dashboards, are free.Evidence: Pricing page and access levels docs (2026-10-15)
  • CI without a minute meterThe first $40 Microsoft-hosted parallel job removes the 1,800-minute monthly limit, so one pipeline runs with no monthly cap.Evidence: Pricing FAQ and parallel jobs docs (2026-10-15)
  • Controls on every planAuditing (90 days, with streaming to a SIEM) is available to Entra-backed organizations, and an organization’s data can be kept in Europe from creation.Evidence: Auditing and data location docs (2026-10-15)
Best for
Teams on Microsoft Entra ID that want repos, CI and boards with controls included, at a low price for the first users.
Good to know
Hosted CI is sold as parallel jobs, not minutes, and the free 1,800 minutes need a linked Azure subscription.

Review

Review from public pages

Written from Azure DevOps's public pages (pricing, security or privacy, and docs) as read on Oct 15, 2026. We did not sign up, and no hands-on run is published yet.

What the public pages show

We read the Azure DevOps Services and Azure DevOps Server pricing pages and the Microsoft Learn docs on parallel jobs, access levels, auditing, connecting to Microsoft Entra ID, data location, data protection and branch policies on Oct 15, 2026; we did not sign up for this review. Users are priced through the Basic plan, free for the first 5 and $6 each after that; Basic + Test Plans is $52 per user. Stakeholders get free, limited access.

CI is sold by parallel job rather than by the minute. Each organization gets one Microsoft-hosted job with 1,800 minutes a month and one self-hosted job with unlimited minutes. The pricing FAQ says the first $40 purchase keeps one job but removes its time limit. The docs add a condition the pricing FAQ leaves out: the hosted free tier is enabled by linking the organization to an Azure subscription.

The docs also say public projects are retired: new ones can no longer be created, and existing ones convert to private in 2027. The data protection docs list ISO 27001:2022 and SOC 2 Type 2, with the SOC reports on the Microsoft Service Trust Portal.

Strengths

  • Low price for a team of 10

$70 a month: 5 paid Basic users at $6 and one $40 hosted pipeline with no monthly minute limit.

vs GitHub: GitHub Team comes to $40 and GitLab Premium to $290 for the same scenario.

  • Audit log on every plan

Auditing is available to organizations backed by Microsoft Entra ID, keeps 90 days of events and can stream them to a SIEM.

vs GitLab: GitLab puts audit events on Premium; Bitbucket needs Atlassian Guard.

  • EU data location at no extra charge

You choose the geography, Europe included, when you create the organization, and customer data stays there with limited exceptions.

vs GitHub: GitHub lists data residency on Enterprise; GitLab offers a region of your choice through Dedicated.

  • Self-managed at a listed price

Azure DevOps Server is licensed through Visual Studio subscriptions ($45 or $250 per user a month) plus $6 Basic users, month to month through Azure.

Things to know

  • CI is sold as parallel jobs

Each hosted pipeline runs one job at a time, so running two at once means two $40 jobs; free-tier runs stop at 60 minutes each, paid ones at 360.

  • Free minutes need an Azure subscription

The parallel jobs docs say the Microsoft-hosted free tier is enabled by linking an Azure subscription, which the pricing FAQ does not mention.

  • SSO runs through Microsoft Entra ID

Single sign-on and auditing depend on connecting the organization to Microsoft Entra ID; the Azure DevOps docs do not describe connecting another SAML identity provider directly.

  • Scanning is an add-on

GitHub Advanced Security for Azure DevOps is priced per committer: Code Security $30 and Secret Protection $19 a month.

Pricing reality

Azure DevOps bills users and pipeline capacity. Basic is free for 5 users, then $6 per user a month; Basic + Test Plans is $52. Each organization gets one Microsoft-hosted job with 1,800 minutes a month and one self-hosted job; extra hosted jobs are $40 a month and extra self-hosted jobs $15, each with unlimited minutes. Artifacts includes 2 GiB, then from $2 per GiB. Licenses are pro-rated by day.

For 10 developers and 3,000 minutes: 5 × $6 = $30 for users, plus one $40 hosted job to lift the 1,800-minute limit: $70 a month. Code Security and Secret Protection for 10 committers would add 10 × ($30 + $19) = $490.

Exit path

The Server pricing page says buying through Azure entitles you to both Azure DevOps Services and Azure DevOps Server, so a team can move between cloud and self-hosted. Azure Repos stores code as Git repositories.

Compared with

  • Pick Azure DevOps when
You want an audit log, EU data location and Entra ID sign-in without an Enterprise plan.
    Pick GitHub when
You want the lowest price for 10 developers ($40), a free plan without a user cap, or per-minute CI billing.
  • Pick Azure DevOps when
Price matters: 10 developers come to $70 rather than $290, with an audit log and EU data location included.
    Pick GitLab when
You want 10,000 included minutes, SAML SSO with any identity provider on the entry paid plan, or basic scanning on every tier.

Choose it if

  • Your organization already signs in with Microsoft Entra ID.
  • You want an audit log and EU data location without a higher plan.
  • Your pipelines run long enough that a flat $40 job beats per-minute billing.

Look elsewhere if

  • Your identity provider is not Microsoft Entra ID and you want direct SAML.
  • You want hosted CI without linking an Azure subscription.

Bottom line

From its public pages, Azure DevOps puts an audit log, EU data location and Entra ID sign-in on every plan and covers our team for $70. CI is bought as parallel jobs, and the free minutes need a linked Azure subscription.
