What you're paying for

  • Compliance included (main value)
  • Saves engineering time
  • Built-in reach

US texting with every fee and the compliance paperwork on public pages, plus opt-outs and 10DLC registration handled through the API.

Twilio publishes the whole US cost of a text: $0.0083 per segment, carrier fees per carrier and sender type, number rental, 10DLC fees passed through at cost and a $0.001 fee for failed messages. Its legal pages put SMS under SOC 2 Type 2 and ISO 27001, list Programmable SMS as HIPAA eligible and make the DPA part of the terms, and SMS can run in an Ireland region. STOP and HELP replies, the block list and 10DLC registration are handled by the platform, so a team does not build them itself.

  • Paperwork that names SMSThe security overview lists SOC 2 Type 2 for "All Services" and ISO/IEC 27001 for Twilio Services; the HIPAA eligible services list (June 30, 2026) names Programmable SMS and MMS; the DPA forms part of the agreement.Evidence: Security overview, HIPAA eligible services PDF and DPA (2026-10-15)
  • Opt-outs and 10DLC registration built inSTOP and similar keywords add the recipient to a block list by default on long code and toll-free numbers, and HELP gets a default reply. Brands and campaigns can be registered through the API, and server SDKs cover seven languages.Evidence: Advanced Opt-Out docs, opt-out help article, A2P 10DLC ISV onboarding guide, SDK list (2026-10-15)
  • Every US fee publishedThe US pricing page has per-carrier fee tables for long code, toll-free, short code and RCS, and the 10DLC fee article lists every registration fee, passed through "with no added cost".Evidence: US SMS pricing page and help article "Pricing and Fees for A2P 10DLC Service" (2026-10-15)
  • Several channels and sender types on one APILong codes, toll-free numbers, short codes, MMS, RCS and WhatsApp sit behind the same Messaging API, and the price CSV covers 222 countries and territories.Evidence: SMS product page and SMS price CSV (2026-10-15)
Best for
Teams sending US texts that need SOC 2, ISO 27001, a HIPAA BAA or an EU region on paper, and want opt-outs and 10DLC registration handled for them.
Good to know
Our 10,000-text scenario comes to $130.61 a month, against $85.89 at Telnyx and $122.88 at AWS, and volume tiers are not published.

Bottom lineFrom its public pages, Twilio publishes every US fee and a full set of compliance documents for SMS, with opt-outs and 10DLC registration handled by the platform. Our scenario costs more than at Telnyx or AWS, volume tiers are not published, and a few pages disagree on fees. From its public pages, Telnyx has the lowest published US rate and scenario figure in this group, with every fee itemized and passed through at cost. US 10DLC needs the Verified tier with KYC, the trial is narrow, and several pages disagree on fees and plans. From its public pages, Sinch offers a prepaid SMS API with per-country prices, SAML SSO, non-US servers and a SOC 2 Type II for SMS. Its US carrier and 10DLC fees sit in help articles that call them "only indications".From its public pages, AWS End User Messaging SMS pairs a published US price with AWS’s compliance scope, and SSO and an audit log at no extra charge. There is no trial, production needs approval per Region, and technical support is a paid plan.

Review

Review from public pages

Written from Twilio Programmable Messaging's public pages (pricing, security or privacy, and docs) as read on Oct 15, 2026. We did not sign up, and no hands-on run is published yet.

What the public pages show

We read Twilio's US SMS pricing page and its downloadable price lists, the SMS product page, the messaging docs (opt-out, status callbacks, 10DLC onboarding, regions, test credentials, trial), the help articles on 10DLC fees, 10DLC registration types, short code costs, opt-out keywords and volume pricing, the security overview, the HIPAA page and eligible services list, the DPA, the terms, the support plans and the Editions page on Oct 15, 2026; we did not sign up or send a message for this review. The help center articles linked from the pricing page load only with JavaScript on help.twilio.com, so we read the same articles on support.twilio.com.

The pages make the US cost clear. Every segment is $0.0083 on a long code, toll-free number or short code, carrier fees are listed per carrier for each sender type, and the 10DLC article lists the brand, vetting and monthly campaign fees with an update date of Sep 26, 2026. The free trial has changed: it is now 100 SMS as free units for 30 days, sent only to verified numbers with Twilio's templates, and 10DLC registration needs a paid account. Test credentials can no longer be created in the new Console.

Four things need a question. The product FAQ says volume discounts are available and a help article says volume pricing applies, but the pricing page's "Volume discounts" link leads to no section and no tiers are published. The 10DLC article says T-Mobile charges inbound carrier fees, while the price table also lists inbound fees for AT&T and US Cellular and leaves Verizon blank. The short code help article lists US short code SMS at $0.0075 inbound and $0.0079 outbound, where the pricing page lists $0.0083 both ways. And the 10DLC registration comparison article still gives brand fees of $4 and $44, where the fee article gives $4.50 and $46.

Strengths

  • The full US cost stack is public

Base rate, carrier fees per carrier and sender type, number rental, 10DLC fees and the failed-message fee are all on Twilio’s own pages, so a US send can be priced to the cent before signing up.

Compared: Sinch lists its carrier and 10DLC fees in community help articles rather than on the pricing page, and both articles call the prices "only indications".

  • Compliance documents cover messaging

SOC 2 Type 2 for all services, ISO 27001, Programmable SMS on the HIPAA eligible list, a DPA in the terms and SMS in the Ireland (IE1) region.

Compared: Sinch’s pages do not name the SMS API under a BAA, and Telnyx offers its DPA on request.

  • Opt-outs handled by default

STOP and similar replies on long code and toll-free numbers add the recipient to a block list, and later sends return error 21610; HELP and INFO get a default reply. Since Mar 16, 2026 opt-outs are shared across SMS, MMS and RCS; Advanced Opt-Out customizes keywords.

  • 10DLC registration through the API

The ISV onboarding guide walks through customer profiles, brand registration and campaign creation by API, and server SDKs cover C#, Java, Node.js, PHP, Python, Ruby and Go.

  • Paid support with published prices

Every account gets free web support; Production (the greater of $250 or 4% of monthly spend) and Business (the greater of $1,500 or 6%) can be bought online.

Compared: AWS needs a paid support plan, from $29/mo, to open a technical case; Plivo’s support plans are priced by sales.

Things to know

  • A higher scenario figure than Telnyx or AWS

At $0.0083 a segment plus $0.0035 to $0.005 in carrier fees, our 10,000-text scenario comes to $130.61 a month, against $85.89 at Telnyx and $122.88 at AWS (computed).

Workaround: The pricing page offers committed-use discounts for annual volume through sales.

  • Volume pricing mentioned, not published

The product FAQ says volume discounts are available and a help article says volume pricing applies to US and Canadian numbers, but the pricing page’s "Volume discounts" link has no matching section and no thresholds are listed.

Workaround: Ask the account team for the tiers before committing to high volume.

  • A small, restricted trial

The trial is 100 SMS for 30 days, sent only to up to 5 verified numbers in the sign-up country with Twilio’s templates. 10DLC registration needs a paid account, and test credentials cannot be created in the new Console.

Workaround: Upgrading grants another 100 free messages once.

  • SSO, long audit history and the BAA sit in Editions

SAML SSO, 13 months of event history, daily export automation and HIPAA accounts come with Twilio Editions, which are priced by sales; the BAA needs the Security or Enterprise Edition.

Workaround: Every account keeps 30 days of account events in Monitor Events, and 2FA is required on all accounts.

Pricing reality

You pay per 160-character segment, plus a carrier fee per segment, number rental and 10DLC registration. For our scenario: 10,000 × $0.0083 = $83.00, carrier fees averaging $0.004333 add $43.33, a local number $1.15, a low-volume mixed campaign $1.50, and the $4.50 brand plus $15 campaign vetting spread over 12 months $1.63, for $130.61 a month (computed). Low-volume mixed campaigns are capped at 2,000 segments a day toward T-Mobile; past that, a Standard brand ($46 one-time) and a $10/mo campaign apply. Extras: $0.001 per failed message, Engagement Suite and Compliance Toolkit at $0.015 per outbound SMS each, and taxes and communications surcharges as separate invoice lines. Card payment stops being accepted above $8,000 in fees in a month; invoicing then needs approval.

Exit path

Message logs export to CSV (up to 10,000 records from the Console) or through the Messages API, and the BulkExport API and Log Archives give daily JSON files that are removed after seven days. The terms allow termination for convenience on 30 days’ written notice, and the DPA gives 30 days after termination to obtain stored content before deletion. Porting numbers out is not described on the pages we read.

Compared with

Choose it if

  • You need SOC 2, ISO 27001, a HIPAA BAA or an EU region documented for your SMS provider.
  • You want opt-out handling and 10DLC registration done by the platform and the API.
  • You want to price every US fee from public pages before you sign up.

Look elsewhere if

  • Per-message cost is your main criterion; lower published rates exist in this category.
  • You need published volume tiers before you talk to anyone.
  • You need SSO for the Console without a sales conversation.

Bottom line

From its public pages, Twilio publishes every US fee and a full set of compliance documents for SMS, with opt-outs and 10DLC registration handled by the platform. Our scenario costs more than at Telnyx or AWS, volume tiers are not published, and a few pages disagree on fees.
