US texting from your own AWS account, inside AWS’s SOC 2, ISO 27001 and HIPAA scope, with opt-outs, events and 10DLC registration as AWS APIs.

AWS End User Messaging SMS sends texts from the AWS account you already run, so sending, numbers, 10DLC registrations and opt-out lists use the same IAM permissions, SDKs, CloudTrail log and bill as the rest of AWS. The service is listed in AWS’s SOC and ISO 27001 scope and on the HIPAA eligible services list, the DPA is part of the Service Terms, and messages are processed in the Region you pick. The US price list is short: $0.00774 per message plus one $0.00421 carrier fee for every network, with the 10DLC fees on the pricing page.

  • Listed in AWS’s compliance scopeAWS’s SOC and ISO pages list "Amazon Pinpoint and End User Messaging" for SOC 1, 2 and 3 and ISO/IEC 27001; the HIPAA eligible services list (updated Sep 3, 2026) includes it, excluding voice and WhatsApp; the Service Terms incorporate the DPA.Evidence: AWS SOC and ISO services in scope, HIPAA eligible services reference, Service Terms (2026-10-15)
  • Opt-outs, events and registration as APIsAWS manages STOP opt-outs by default with an opt-out list, per-message events go to SNS, Firehose or CloudWatch, and 10DLC brand, vetting and campaign registrations can be created and submitted with the API or CLI.Evidence: User guide: opt-out lists, event destinations, registrations with the CLI (2026-10-15)
  • One carrier fee for every US networkThe price CSV lists US 10DLC at $0.00774 plus a $0.00421 all-network carrier fee, so the bill does not depend on the recipients’ carriers. Our 10,000-text scenario comes to $122.88 a month (computed).Evidence: SMS price CSV and pricing page, Phone Numbers tab (2026-10-15)
  • SSO and an audit trail includedIAM Identity Center provides SAML 2.0 SSO at no extra charge, IAM policies scope access per action and resource, and CloudTrail logs management calls for the service, console calls included; logging send calls as data events costs extra.Evidence: IAM Identity Center FAQ, user guide: security and CloudTrail logging (2026-10-15)
Best for
Teams already on AWS that need SOC 2, ISO 27001, HIPAA eligibility and an EU Region for SMS, and want sending wired into their own AWS services.
Good to know
There is no SMS trial or free allowance, new accounts start in a sandbox until production access is approved per Region, and technical support needs a paid plan.

Bottom lineFrom its public pages, AWS End User Messaging SMS pairs a published US price with AWS’s compliance scope, and SSO and an audit log at no extra charge. There is no trial, production needs approval per Region, and technical support is a paid plan. From its public pages, Telnyx has the lowest published US rate and scenario figure in this group, with every fee itemized and passed through at cost. US 10DLC needs the Verified tier with KYC, the trial is narrow, and several pages disagree on fees and plans. From its public pages, Sinch offers a prepaid SMS API with per-country prices, SAML SSO, non-US servers and a SOC 2 Type II for SMS. Its US carrier and 10DLC fees sit in help articles that call them "only indications".From its public pages, Twilio publishes every US fee and a full set of compliance documents for SMS, with opt-outs and 10DLC registration handled by the platform. Our scenario costs more than at Telnyx or AWS, volume tiers are not published, and a few pages disagree on fees.

Review

Review from public pages

Written from AWS End User Messaging SMS's public pages (pricing, security or privacy, and docs) as read on Oct 15, 2026. We did not sign up, and no hands-on run is published yet.

What the public pages show

We read the AWS End User Messaging overview, pricing page, SMS price list (CSV) and FAQ, the SMS user guide (sandbox, 10DLC registration, opt-outs, event destinations, Notify, security, quotas), the Amazon Pinpoint end-of-support page, AWS's SOC, ISO, HIPAA and GDPR pages, the Service Terms and the Support pricing page on Oct 15, 2026; we did not sign up or send a message for this review. Every page loaded in English with prices in US dollars.

The pages make the US cost clear. The price CSV and the pricing tool both list $0.00774 per 10DLC message plus one $0.00421 carrier fee for all networks, and the Phone Numbers tab lists the 10DLC fees: $4.50 brand registration, $41.50 optional brand vetting, $2 or $10 a month per campaign and $1 a month per number. The docs set out the path to production: a new account starts in a sandbox that sends only to up to 10 verified numbers with a $1 monthly spending limit, production access is a Support request made in each Region, and US texts need a registered 10DLC, toll-free or short-code number.

A few things need a question. Brand vetting is $41.50 on the pricing page and $40 in the docs; the Notify example on the pricing page prices US SMS at $0.01; and the FAQ says you cannot choose an area code, while the docs added area-code selection on Sep 8, 2026. The OTP verify API sits in the Amazon Pinpoint namespace, whose engagement features reach end of support on Oct 30, 2026; AWS's migration page says the OTP calls stay supported for all accounts.

Strengths

  • Compliance scope that names the service

AWS’s SOC 1, 2 and 3 and ISO 27001 scope lists include it, SMS is HIPAA eligible under the AWS BAA (voice and WhatsApp excluded), the DPA is part of the Service Terms, and messages are processed in the Region you pick.

Compared: Sinch’s pages do not name the SMS API under a BAA, and Telnyx offers its DPA on request.

  • One published carrier fee for every US network

The carrier fee is $0.00421 per 10DLC message whatever the recipient’s carrier, read from the same price list as the $0.00774 rate, and the 10DLC fees are on the pricing page.

Compared: Sinch lists carrier fees per carrier in a help article that calls them "only indications".

  • Opt-outs, events and registration through the API

STOP opt-outs are managed by AWS by default, per-message events go to SNS, Firehose or CloudWatch, 10DLC registrations can be submitted with the API or CLI, and AWS SDKs cover more than a dozen languages.

  • SSO and audit log at no extra charge

IAM Identity Center gives SAML 2.0 SSO at no extra charge, IAM policies scope access per action and resource, and CloudTrail logs management calls, console calls included, with 90 days of event history at no charge; logging send calls as data events costs extra.

Compared: Twilio’s SAML SSO comes with Twilio Editions, which are priced by sales.

  • Spend limits built in

Each account has a monthly spending limit per channel (SMS, MMS, voice, Notify), and an optional enforced limit can stop sending at a figure you set.

Things to know

  • No SMS trial or free allowance

The pricing page lists no SMS trial or free messages, and no page says AWS Free Tier credits cover this service. Simulator numbers keep test traffic off carrier networks but bill at the standard rate, plus $1 a month per number.

Workaround: The sandbox caps SMS spending at $1 a month while you test with up to 10 verified numbers.

  • Sandbox and approval before production

New accounts send only to verified numbers until an AWS Support request for production access is approved, and the request is made in each Region. US sending also needs an approved 10DLC, toll-free or short-code registration.

Workaround: The production access request is an Account and Billing case, which every account can open.

  • Technical support needs a paid plan

Basic Support covers customer service, docs and AWS re:Post. A technical case, including help with a rejected registration, needs Business Support+ at the greater of $29 a month per account or a share of AWS charges.

Workaround: Gen-AI feedback on registrations (preview) is open to every account, and the forum takes questions.

  • Billed whether or not a message is delivered

The FAQ and Service Terms say charges apply once messages leave AWS, regardless of delivery success. Long messages bill per part, and no SMS volume discounts are published.

Workaround: SMS Protect in filter mode blocks traffic it identifies as artificially inflated before the SMS fee, at $0.01 per message checked.

Pricing reality

You pay per outbound message part by destination country, with no base plan or monthly minimum stated. In the US each part costs $0.00774 plus a $0.00421 carrier fee ($0.00417 on short codes), and inbound US texts are $0.0075 in the pricing tool. For our scenario: 10,000 × $0.01195 = $119.50, plus a $1 10DLC number, a $2 low-volume campaign and the $4.50 brand registration over 12 months, for $122.88 a month (computed). No campaign vetting fee is listed, so none is included. Fixed costs rise with a regular campaign ($10 a month), a toll-free number ($2 a month) or a short code ($650 setup and $995 a month). Notify adds $0.045 per message on top of the SMS fee, and OTP verification $0.045 per successful check. Logging send calls in CloudTrail as data events costs extra.

Exit path

Once event destinations are set up, delivery events land in your own SNS topics, Firehose streams or CloudWatch, and inbound messages in an SNS topic; opt-out lists can be read through the API. The FAQ says you can delete data selectively or close the AWS account. Releasing a number is permanent, and charges stop from the next calendar month. The FAQ says numbers cannot be ported in, and the pages we read do not describe porting numbers out.

Compared with

Choose it if

  • You already run on AWS and want texts on the same bill, permissions, SDKs and audit log.
  • Your review needs SOC 2, ISO 27001, HIPAA eligibility and a DPA for the SMS provider.
  • You want US carrier fees as one figure for every network.

Look elsewhere if

  • You want free test messages or a trial before paying.
  • You need technical support without buying a support plan.
  • You want to port existing numbers in from another provider.

Bottom line

From its public pages, AWS End User Messaging SMS pairs a published US price with AWS’s compliance scope, and SSO and an audit log at no extra charge. There is no trial, production needs approval per Region, and technical support is a paid plan.
